What can we do about a type 1 diabetic roommate who keeps going into insulin shock/severe low blood sugar?

We call 911, but at this point it keeps happening over and over and over again and we are getting fed up. Every time the paramedics come, they stabilize the blood sugar but the roommate refuses transport to the emergency room. When asked, the roommate says they are taking their medications, eating and checking blood sugar, but obviously this isn't the case if we need to keep calling 911. This is all preventable with the proper self-care and medical care on the roommate's part, but we can't force them to take care of themselves, right?
