PADI Open Water Dive in Sharm el Sheikh?

I am going to Sharm in May for scuba diving. Most of the diving school they charge a certificate fee for €35. What is it? I tried to ask them, the only thing I knew was that the fee is payable to the school. They said I have to send the form back to PADI HQ to get the card, is there any charge applying the card?
